Decades of mobilization by the Palestinian people, coupled with recent endorsement from global civil society, international human rights organizations, UN experts, heads of states, parliamentarians and diplomats, have made it clear that apartheid is not merely a scourge of the past but a still persistent affliction that demands urgent action.
Irrefutable evidence and unequivocal analysis from all these quarters demonstrate that Israel is perpetrating the crime against humanity of apartheid against Palestinians.
Under the current Israeli government, the most openly far-right, racist, fundamentalist, sexist, homophobic and corrupt in the state’s history, the decades long violence and settler-colonial oppression against Indigenous Palestinians is taking ever more brutal forms.
It is time for people around the world to unite and for the United Nations to take urgent action. The UN General Assembly (UNGA) must reactivate its mechanisms to ensure the crime of apartheid will truly be part of history and to hold Israel accountable for perpetrating it.
We therefore, call on Member States at the upcoming UNGA to take a first step and reactivate the Special Committee Against Apartheid.
The recognition of apartheid as a crime against humanity and the meaningful global solidarity with the people’s struggle on the ground – particularly expressed in cutting links of state, corporate and institutional complicity in apartheid – paved the way to freedom and democracy for the people in Southern Africa and their ongoing struggle to end economic inequalities. The dismantlement of apartheid in South Africa is today a vital milestone in the global struggle against racism, discrimination and colonial oppression, but it remains “incomplete,” as Mandela said, without fully abolishing apartheid everywhere around the world, starting in Palestine.
The UNGA’s Special Committee Against Apartheid played a pivotal role in the global struggle against racism decades ago by monitoring and exposing apartheid policies and by building mechanisms under international law to suppress and punish this crime against humanity. It is time for the UNGA to shoulder the responsibility of reviving this Special Committee and to unite to end 21st century apartheid, wherever it occurs.

لقد أوضحت عقود من العمل والحراك الفلسطيني، إلى جانب تأييد المجتمع المدني العالمي، والمنظمات الدولية لحقوق الإنسان، وخبراء الأمم المتحدة، ورؤساء الدول، والبرلمانيين والدبلوماسيين، بأنّ الفصل العنصري (الأبارتهايد) ليس صفحةً مظلمة طويت من الماضي، إنما هو مستمرّ ويستوجب اتخاذ إجراءاتٍ عاجلة.
تُظهر الأدلة الدامغة والتحليل القاطع من كل هذه الجهات بأنّ إسرائيل ترتكب جريمة الأبارتهايد كإحدى أدوات الاستعمار الاستيطاني لاضطهاد الشعب الفلسطيني ونهب أرضه وانتهاك حقوقه في كل أماكن تواجده، وهي تعتبر جريمة ضد الإنسانية.
وفي ظل الحكومة الإسرائيلية الحالية، الحكومة الأكثر يمينيةً وتطرّفاً وعنصريةً وأصوليةً في تاريخ دولة الاحتلال، فإنّ العنف والقمع الذي يرتكبه الاستعمار الاستيطاني ضد الفلسطينيين الأصلانيين يتّخذ أشكالاً أكثر وحشيّةً من أي وقت مضى.
لقد حان الوقت لكي يتّحد الناس من جميع أنحاء العالم للضغط على الأمم المتحدة لاتخاذ إجراءات عاجلة. يجب على الجمعية العامة للأمم المتحدة إعادة تفعيل آلياتها لضمان أن تكون جريمة الأبارتهايد صفحةً مطوية من التاريخ حقاً ومعاقبة إسرائيل على ارتكابها.
لذلك، ندعو الدول الأعضاء في الجمعية العامة للأمم المتحدة إلى اتخاذ الخطوة الأولى وإحياء اللجنة الخاصة بمكافحة الأبارتهايد.
إن الاعتراف بالأبارتهايد كجريمة ضدّ الإنسانية، فضلاً عن التضامن العالمي الفعّال مع نضال الشعوب على أرض الواقع - والذي تمّ التعبير عنه بشكلٍ خاص في إنهاء تواطؤ الدول والشركات والمؤسسات الشريكة في إدامة الفصل العنصري - قد مهّد الطريق أمام الحرية والديمقراطية لشعوب جنوب أفريقيا وكفاحهم المستمرّ لإنهاء التفاوتات الاقتصادية. شكّل تفكيك نظام الأبارتهايد في جنوب أفريقيا لحظةً فارقةً في الكفاح العالمي ضد العنصرية والتمييز والقمع الاستعماري، ولكنّه لا يزال «منقوصاً» ، كما قال مانديلا، دون تفكيك أنظمة الاضطهاد في كل مكان حول العالم، بدءاً من فلسطين.
لقد لعبت اللجنة الخاصة بمكافحة الأبارتهايد في الجمعية العامة للأمم المتحدة دوراً محوريّاً في الكفاح العالمي ضدّ العنصرية منذ عقود من خلال مراقبة وفضح سياسات الفصل العنصري، وأيضاً من خلال بناء آليات بموجب القانون الدولي لقمع هذه الجريمة ضد الإنسانية ومعاقبة مرتكبيها. لقد حان الوقت لكي تتحمّل الجمعية العامة للأمم المتحدة مسؤوليتها بإحياء هذه اللجنة الخاصة وأن تتّحد لإنهاء الأبارتهايد في القرن الحادي والعشرين، حيثما كان.

Décadas de movilización del Pueblo Palestino, unidas al reciente respaldo de la sociedad civil global, organizaciones internacionales de derechos humanos, expertos de la ONU, jefes de Estado, parlamentarios/as y diplomáticos/as, han dejado claro que el apartheid no es una mera lacra del pasado, sino una aflicción aún persistente que exige medidas urgentes.
Pruebas irrefutables y análisis inequívocos de todos estos sectores demuestran que Israel está perpetrando el crimen de lesa humanidad de apartheid contra el pueblo palestino.
Bajo el actual gobierno israelí, el más abiertamente ultraderechista, racista, fundamentalista, sexista, homófobo y corrupto de la historia del Estado, la violencia y la opresión colonial contra las personas Indígenas Palestinas, que dura ya décadas, está adoptando formas cada vez más brutales.
Es hora de que los pueblos de todo el mundo se unan y de que las Naciones Unidas tomen medidas urgentes. La Asamblea General de la ONU (AGNU) debe reactivar sus mecanismos para garantizar que el crimen del apartheid pase realmente a formar parte solo de la historia y que Israel rinda cuentas por haberlo perpetrado.
Por lo tanto, llamamos a los Estados miembros para que en la próxima AGNU den un primer paso y reactiven el Comité Especial contra el Apartheid.
El reconocimiento del apartheid como crimen de lesa humanidad y la significativa solidaridad mundial con la lucha del pueblo en el territorio - expresada especialmente por el corte de los vínculos de complicidad estatal, empresarial e institucional con el estado de apartheid- allanaron el camino hacia la libertad y la democracia para el pueblo del sur de África y su lucha actual para acabar con las desigualdades económicas. El desmantelamiento del apartheid en Sudáfrica es hoy un hito vital en la lucha mundial contra el racismo, la discriminación y la opresión colonial, pero sigue estando "incompleto", como dijo Mandela, sin la abolición total del apartheid en todo el mundo, empezando por Palestina.
El Comité Especial contra el Apartheid de la Asamblea General de las Naciones Unidas desempeñó hace décadas un papel fundamental en la lucha mundial contra el racismo, supervisando y denunciando las políticas de apartheid y creando mecanismos de derecho internacional para reprimir y castigar este crimen de lesa humanidad. Es hora de que la AGNU asuma la responsabilidad de reactivar este Comité Especial y se una para acabar con el apartheid del siglo XXI, dondequiera que se produzca.

Décadas de mobilização do Povo Palestino, aliadas ao recente apoio da sociedade civil global, de organizações internacionais de defesa dos direitos humanos, de experts das Nações Unidas, de chefes de Estado, de parlamentares e de diplomatas, tornaram claro que o apartheid não é apenas um flagelo do passado, mas uma aflição ainda persistente que exige uma ação urgente.
Provas irrefutáveis e análises inequívocas de todos estes setores demonstram que Israel está cometendo o crime contra a humanidade de apartheid contra o povo palestino.
Sob o atual governo israelense, o mais abertamente de extrema-direita, racista, fundamentalista, sexista, homofóbico e corrupto da história do Estado, a violência de décadas e a opressão colonial contra as pessoas indígenas palestinas assumiram formas cada vez mais brutais.
É tempo de as pessoas de todo o mundo se unam e de que as Nações Unidas tomem medidas urgentes. A Assembleia Geral das Nações Unidas (AGNU) deve reativar os seus mecanismos para garantir que o crime do apartheid passe a fazer parte verdadeiramente da história e responsabilizar Israel pelo seu cometimento.
Por tal, apelamos aos Estados-Membros para que, na próxima AGNU, dêem um primeiro passo e reativem o Comitê Especial contra o Apartheid.
O reconhecimento do apartheid como um crime contra a humanidade e a significativa solidariedade global com a luta do povo no território - particularmente expressa no corte das relações da cumplicidade do Estado, das empresas e das instituições com o estado de apartheid - abriram o caminho para a liberdade e para a democracia do povo da África Austral e para a sua luta atual para acabar com as desigualdades econômicas. O desmantelamento do apartheid na África do Sul é hoje um marco vital na luta global contra o racismo, a discriminação e a opressão colonial, mas permanece "incompleto", como disse Mandela, sem a abolição total do apartheid em todo o mundo, a começar pela Palestina.
O Comitê Especial da AGNU contra o Apartheid desempenhou um papel fundamental na luta global contra o racismo décadas atrás, monitorando e expondo as políticas do apartheid e criando mecanismos no direito internacional para suprimir e punir este crime contra a humanidade. Chegou o momento de a AGNU assumir a responsabilidade de reatiivar este Comité Especial e de se unir para acabar com o apartheid do século XXI, onde quer que ele ocorra.
